The historical search is actually a compilation of Deeds and Titles, aerial photography and interviews of current and past property owners; it is a general overview of the environmental history of the property.
This history should include title searches, lease searches, site interviews with current and past property owners and neighboring property owners. The information needs to detail the year to year use of the property, not just the names of title holders.
After the historical search has been conducted, regulatory agencies are notified and asked to search their files for any information on the properties in question. The electronic records of these regulatory agencies are also a good source of information if they are available.

It is important that the appropriate regulatory agencies be contacted. In some cases, EPA files will not contain information which local conservation districts may have. Only an experienced consultant will know who to contact.
The site visit is perhaps the most revealing portion of the Phase 1 ESA. In some cases, there are inherent dangers such as drums of unknown liquids, biological hazards, etc. present on site. These are the reasons why the visit needs to be performed by a qualified environmental professional, not a technician. It is during the site visit that hazards such as Asbestos, Lead Based Paint and PCB’s are discovered, photographed and documented. While on site, the consultant needs to inspect all structures and buildings inside and out. Adjacent properties are equally important and also need to be addressed.
Any Phase 1 ESA which does not recognize and encompass Asbestos, Lead Based Paint and PCB is incomplete and non ASTM compliant.
The main purpose of a Phase 2 ESA is to investigate, in a laboratory setting or otherwise, any potential environmental concerns discovered during a Phase 1 ESA.
